GTA IV is out for PC, which is what this mod is for. Console GTA V has been modded slightly though, through hacking. Which is very different and very hard to distribute in constrast with PC mods.

If you break a window you can get through that opening. You don't need to move the frame. If you clear out all the glass you'd have the same opening as a normally opened window would.
