The E3 2013 code ran at an even 30 FPS, with sometimes a 2 frame or so dip during more intense scenes. Maybe they're running it at a slower FPS to make sure its evened out (so the presentation doesn't vary between 40 and 60 FPS), or 30 is simply what will be the cap in the release version.

Compared to Elizabeth, Alyx is barely a companion in HL2. She's a constant in the storyline, but you only fight with her for a few short sequences. The episodes make her more into a real companion.
