In Virginia, enforcement can really vary depending on where in the state you are. In NOVA (should be its own state, really) & VA Beach they do emissions testing. The rest of the state has an annual “safety” inspection. Which, lots of gearheads know inspectors and can easily get stickers when their car wouldn’t pass.

I don’t know. Advertising costs money. This money could be profit for the auto manufacturers. I don’t see them not trying to protect their profits. If it’s initially easily being disabled, I could see them introducing ways to lock it down. Advertisers don’t want to pay for nothing.

It’ll get tied in with other stuff. Pull the fuse and you’ll lose your radio, possibly other stuff, likely get idiot lights illuminated. At least I’d expect them to build in stuff to discourage or prevent people from doing just that.
