I really don’t understand why oversized loads like this don’t find out train schedules and have a list of level crossings that may pose difficulties with a contingency plan. It’s not about whether they were designed for semis or not. They were designed for what you described... it’s just that the laws of physics dictate that it will be more successful in some circumstances than others.
