Correct me if I’m wrong, but I’ve heard of something I think they call a “Title,” and that when you buy/sell a car this “Title” indicates who the current owner legally is. In fact, if I remember this correctly, this Title is a legal document that the actual state controls and is necessary to have to get these things…
