Their biggest studio is Ubisoft Montreal: It employs something like 3000 people. There are additional studios in Quebec City and Toronto as well (maybe more?). Plenty of local know-how being used there.

Both Ubisoft and Vivendi are French companies and both stocks are traded on in Europe. The fine appears to be levied by the French AMF but the Quebec AMF has been metioned as being party to the action (or at least has been collaborating with their French counterparts).
