I get your anger and frustration at how unfair this is, but you’re not comparing apples to apples here. Different countries, different states, different cities, different legal systems entirely.

I think it’s possible, but only a very (very, very... very) remote possibility. To me it sounds more like the authorities: (1) don’t realize that a hymen can or cannot be intact for a variety of reasons, and (2) were projecting because their pullout game is weak.
