Unless the questionnaire was made by someone who lacked even a high school level understanding of labor laws, besides that survey (which no one involved in hiring should ever be able to tie to your application), you will never see a race-related question on a job app in the US.

It shouldn’t really take that much research to figure out if something is over budget when the figures are available publicly. If $_budgeted > $_spent then you are over budget.
