The government does have a role in population control. It’s arguably one of the more important roles, long term.

Yes. Usually it’s trauma (esp. childhood), mental illness (which can be situation due to socioeconomic status, etc), or physical illness that leads to addiction. Healthy and happy people don’t, usually, become addicts.

I’m not necessarily saying she had to be abused or poorly treated (although, statistically, drug addicts have much higher rates of trauma and mental illness). However, obviously, a lot of not good crap happens between “try some drugs for fun” and “I’m stealing Christmas to pay for my drug habit”.
