The plan was to escape in cloaked shuttles. It’s like being in a burning building and making a plan to walk out of it. It’s not rocket science. There was absolutely no reason to keep it a secret.

As you say, there’s nothing about sneaking away in cloaked ships that requires Manhattan Project-level secrecy. It’s a pretty straightforward idea.

Poe is the Wing Commander, he’s two ranks below Holdo. He’s way above being a mere pilot.

Okay, what’s the scenario in which the First Order finds about the cloaked ships because Holdo told people what her plan was?

Yes, the Hoth evacuation was in full view of the Empire, and this one was in full view of the First Order.

Her plan doesn’t rely on secrecy to succeed.

The difference being that Poe’s actions track. Holdo’s don’t.

No one’s saying she has to get her subordinate’s approval for her plan. She simply has to tell them. Kinda like, oh, I dunno....
