Having financial incentives for these kinds of things creates its own source of problems, but in general terms, you’re correct. The way you avoid these issues is by not having one goal that is four years away, but by having reasonable, achievable, regular intermediate goals.
I think you’re confusing somebody describing a system with that person approving of that system. The fact that scalping is a legitimate job in a capitalist system does not mean that capitalist systems, or scalping, are therefore ethically or morally good, obviously.
