(semi-spoilers, not really) I just opened this one up, and I don't think they are taking away his money, but just his house. It looks like they just needed a place to put the inmates after Arkham goes under, and they go eminent-domain on Bruce Wayne's ass.
It'd be nice if they prevented the game from giving captains immunity to Ranged, Melee, Animal, and Stealth attacks all at once. It makes the game really annoying and ruins the fun if you have no real way of killing a guy out except for getting lucky via betrayal or warchief riots.
