I’m going with reluctant CP - it’s an old car, and by every modern measure of performance/luxury, you could do way better. You could get an E55 for that much money.
In fairness, either the business owner (the evil business owner, since all business owners are evil) makes a greater profit, and/or keeps his costs low to remain competitive.
I currently have a 10-year old Volvo wagon as a mommobile and a 25-year old Toyota truck as a ... truck (mostly mtb hauler).

An experienced DIY will have a very good hand dyno. Still use a torque wrench for mission-critical stuff like rod/main caps, headbolts, flywheel and pressure plate bolts, etc.
I could be wrong, but that sure looks like an easy-out (for broken bolts) and not a tap (for stripped threads) or a helicoil (replacement thread insert).
