It’s disappointing not only because they faked being afraid of something in order to harass a child, but because they faked it so poorly that anyone with a basic grasp of logic can figure out they were faking.

No one in this situation believed it was a bomb, because no one initiated an evacuation. The teacher, principal, and police were willing to bet their lives that it was not a bomb — as evidenced by them moving the clock, leaving it in the office without a bomb tech securing it.

There has been an ongoing argument for an animal abusers list at a federal level. It tends to overlap with other violent crimes. The idea was that rescues could prevent adoptions to abusers and cops could watch for a pattern of abusive behavior.
