The combat matures a bit during the game and the first 1/4 of the game is actually the hardest part. The combat system is a clunky but demands precision.. at least until you unlock the parry to all directions which makes everything so much easier. Not a perfect system but not bad either. And still better than Dragon…

Well Skyrim felt more like a world, how to put it..., whereas DA:I feels like .. extra wide corridors with random targets and generic NPC activities.

That's still alot of assets and story, cutscenes etc to be done. Obsidians Chris Avellone is part of both projects. I think he was a "stretch goal" of the Torment campaign.
Not sure what their initial release date was but Wasteland 2 took longer because their funding exceeded their expectations and thus they could deliver, paraphrased, "more game".

Hmm Valve already provides a royal amount of bandwidth to its users. I also doubt that changing their whole server infrastructure to accomodate shared bandwidth. Only the people with bandwidths exceeding 100mbit s would really profit from it, too.
