I think that’s part of the problem, but not the whole problem. I think Fox doesn’t get and actively dislikes the property, and is trying to use its name recognition while avoiding staying true to it in any way.

That all has great elements but also seems like WAY too much for just the one movie. Would it have been 5 hours long?

Fox’s plan was not spend a bajillion dollars. Of which that script would have cost to shoot.

That all sounds cool in a way I can’t imagine turning into a coherent, 2 hour film.

You know what made the original Pennywise terrifying? That he just looked like a regular clown. Because regular clowns are fucking terrifying. This is trying way too hard.
