I think it's pretty comparable to the differences in product testing in the US, we have really weird standards for what we do and don't test and the requirements to be approved by the FDA etc etc. But I agree with you, it's fascinating what is and isn't valued with product testing.

I will say that China is also in the process of assembling a database of all tested ingredients with results so testing doesn't need to be duplicated, but currently they do require that every ingredient be tested on the eyes and skin of animals before the product can be sold there. No joke, China has some of the most stringent product testing standards in the world for cosmetics.

Reds also fade pretty fast (fastest of all "natural" colors) and if you did semi-perm then you should be back to normal within a 6 weeks.

Go to a salon! I say this as someone who used to color with box dye at home and currently works as a hair model, if you don't already know how to lighten and tone your hair then you really do not want to just wing it at home, your hair will basically be like straw after all the processing.
