Totally agree with all these answers, but also that it's following the model of its inspiration, Yes Minister, and not identifying the party that's in power.

I think Phil is the embodiment of a certain type of party worker who is completely useless but utterly committed to the boneheaded ideology of that party. This is especially prevalent amongst right-wingers these days. Thirty years ago it was the opposite ('You're either for us or against us, brother').

Bad fact! Cleese and Palin wrote Hilter. I'm sure they wrote another one too. Sir George Head was indeed written by Cleese and Idle though, as was the Philosopher Bruces.

We've already seen Cleese's 'Swedish' character from Dead Parrot before. He's the policeman from the Whizzo Chocolate Assortment sketch (the voice is identical). His name's Praline and he shows up a few more times.
