No, I think he's meant to be a despicable monster, but he's also a weak little snit, so it comes off as kind of pathetic to me, which makes it funny. Also, I hate the trope of "when I get home from this damn war I'm going to marry my best girl", so I like that being parodied.

I saw it again a month ago after not seeing it for ten years. I thought it more of a dark comedy, as the stalking/cognitive dissonance stuck out. It was definitely a crafted decision. Also, the really angry, disgusted cop parody is about as darkly funny as it gets.

So, having listened to some of it, how does it inspire such devotion in its fanbase? I don't find it bad, but I have yet to hear a Kpop song and think oh, that was kinda cool/interesting.
