The whole point was to show Superman grow INTO being Superman. I think the character is allowed to do that. It was a much more humanized version of Superman than in the books (which has DECADES of stories to go with your only-one-version-is-allowed-to-exist Superman).

A great nuance in that congressional hearing scene was when Superman showed up, he purposefully walked through the swinging gate thing with the utmost care in order to show the humans he was not a threat. He stood with them rather than above them.
