The call to “disable” PGP is to stop the attack vector. Recall that the article states an attacker takes a previous encrypted email, alters it with a payload and then sends it to the target. The email client with PGP built-in then automatically decrypts this received email, which what allows the attack to succeed.
It’s not only still better than nothing, this is also a pretty unlikely attack vector - especially since you should have disabled loading external images and assets from your email 20 years ago.
