You can pick up a dedicated access point for $60 to $70 and they are easy to set up, especially if you have hard wiring.

Yeah, VPNs can be finicky and you have to find one that works for you. I also experimented with a few well-regarded ones like AirVPN and PIA that I just couldn’t get working with my network. Like you, I settled on TorGuard and am satisfied. Only downside is that the company is US-based.

Unless it’s something established like Final Fantasy or Nintendo titles with an existing expectation of strong global sales, most games for the Japanese market are only going to sell in the low hundreds of thousands of copies at most (often below 100k). That expected revenue limits the budget of the project.
