Antony Starr absolutely kills it as Homelander. I seriously consider this a casting choice on par with Billy Bob in Bad Santa. He just crushes it. Owns it.

What I don’t get is why a man of color like Stan Edgar seems to be so indifferent about creating superhuman white nationalists like Homelander and Stormfront in the first place?

What’s especially strange is that there are a handful of good individual performances in the movie, but the rest of the script/plot/cgi/actors are so bad that it just tanks a few good performances from Smith/Robbie/Courtney

Yeah - that was one of the few mis-steps in the movie. It was supposed to be all big and woman empowering but it felt like pandering, to me at least.
