The alarm would be going off then. If the sprinkler lines lose pressure, the fire alarm would go off, and if not, it would at least put put a trouble alarm.

I've done some construction in commercial settings before and I can almost 100% tell you that it's water from the sprinkler system. It smells terrible and is always a black color like that. They need to get it fixed soon, because that leak is apparently small compared to what normally comes out of those pipes.
