It's every so slightly below Wind Waker for me, and that's only because Wind Waker is the one game I've ever beaten, immediately restarted, and beat again. The Thousand-Year Door doesn't suffer from some of the pacing issues in WW though, so I'd probably agree from an objective prospective.
