It’s for aerodynamics. Air flowing around the bodywork is better for lowering drag versus flowing through the radiator/engine bits.
The brake lights are only activated when the car is slowing down. Not necessarily when the pedal is fully released. It’s accelerometer based.

It's probably Toyota being all "Tesla is bad! Come buy one of our hydrogen cars, but make sure you blind yourself before you head to the dealer!"
