The same thing happened in Indiana with the state police pension fund. There was all kinds of publicity and outrage about it, meanwhile the state had quietly been “balancing the budget on the backs of teachers” (a phrase I heard from my Mom on a weekly basis) for years, and nobody gave a damn.

States have often balanced their budgets and funded other areas of government by slashing education funding and “borrowing” from teacher pension funds. Teachers aren’t responsible kicking the can; they’re the ones being kicked.
