I’m not sure you’ve considered the implications of your “adults being pressured into something bear the responsibility for their own choices” argument.
This is a deeply weird thing to say, because if he wasn’t being pressured to resign, what is anyone apologizing to him for? A few people have said this, like he just resigned in a way that confused everyone.
Since being shown that he had acted inappropriately with these women, he made a choice to be more mindful with pretty much everyone. I’m struggling to spin this as a negative.

Inviting people out for dinner, choosing the menu, and expecting them to compensate you for it would be kinda weird. But traditions are just What We’ve Always Done, they aren’t based on an analysis of best practices or anything.
Most people have difficulty communicating or recognizing that their experiences are not universal, or even common. There is no good reason to extrapolate your personal experiences to the other 400 million people on this continent. You can try, and sometimes you’ll be right, but it’s not reliable.
