Not sure about that locality, but in my jurisdiction, parking an unregistered vehicle on the street for long periods of time will earn you a ticket and a note about getting it off the street.

My mom grew up in Highland Park in the late 30s and on through WWII. Most of my great aunts, my grandma and extended family lived there. Given that higher octane suppresses detonation, it wouldn’t be unreasonable to expect that premium fuel might actually hurt mileage in a vehicle using compression based ignition.
