It has to be rooted to flash a custom ROMs. All custom ROMs have root access making them "rooted". I agree it's not jailbroken though.

Throw a Linux distro on it that supports PPC (I think Debian does). It's not Chrome OS-like, but you could have a fast machine for web browsing. Just have the web browser start at boot.
