That it was a mistake is obvious, but the implication that it was malicious is a little much. It seems more likely that the writer just thought, “Hmm, she is wearing her hair in a vertical style on top of her head. I’ve seen another person wear her hair in a vertical style on top of her head,” and followed that train…

I read it as her saying, “Okay, I’m not sure why you’re adjusting the draft instead of abolishing it, because I really don’t think we should have a draft at all, but if we do have to have it then I agree it should be for everyone.”
