Chrome has obviously been mentioned already, so I think I'll vote for Mammoth IV. It's a little intimidating at first, but it's really a brilliant ui and it has all the functionality you could wish for. You can even code your own addon for it xD

However, if you look carefully the iPad's stretch feature for iPhone apps still maintains the proper aspect ratio. It's more of a zoom function tbh. I just really hope they don't do it lol. Imagine the pain that developers will go through. Retina & non-Retina iPod/iPhone, Retina & non-Retina iPad, and now 16:9 iPhone.
