If you look at the actual report, it states on the title page that it's looking at a variety of open source projects. No need to diss the authors of the report for being slanted by Gizmodo ;D

Think of it this way: You're God, and the only people responding to and recognizing you are a small bunch of slaves. Wouldn't you give them a little land? And, I mean, it's not like it's THAT big. Israel is just a tiny spec on the globe. The United States has LAKES bigger than Israel.

A preemptive strike requires something to preempt. It's still a reaction, just to a percieved threat based off of military intelligence rather than a gun pointing at their face.

The problem with said idea is that those particular shells were designed for use with Metal Storm technology, which loads all bullets into the barrel and fires them one at a time with electronic impulses.
