Depends on what you mean. He is an excellent politician in terms of not being a fucking idiot (not including his choice of policies), but he is so conservative it hurts. He is a less obnoxious equally committed Ted Cruz. That resonates during primaries, but would be hard to pull off in a general.

In fairness, he did embrace an untouchable.
