Not exactly. Eyeballs tend to snap from one point to the other, with little consciousness of the motion in between. That works great when you’re using a mouse, and your movement can be just as snappy as your eyes. Up and down become less a consideration than simply “snap to where I want to look.”

Yes, and I think that’s because we associate a mouse with a “tracking” type movement; i.e. tracking a cursor, which translates to an actual, literal up/down movement (as well as the quick “snap” from point to point which mimics eye movement much more closely than head movement).
