They partly answered this in a DS9 episode where the patterns of 4 people required most of station memory and the holosweets memory to hold onto. The pattern buffer seems to be some sort of massive volitile storage system designed specifically to hold transporter patterns for short times.

Aside from the many folks here wisely noting that in all likelihood all a transporter is doing is killing you and making a copy of you at some other location, I’ll add in another huge implication of the technology that is never explored in Star Trek: why do I need weapons when I have a transporter?

There are several failsafes that I know of - the Heisenberg compensators, the containment beam system, the bio-filters, the transport buffers, and then there are always the pattern enhancers for weak signals, not to mention the massive nearly AI computer handling all the fine tunery necessary for it to be controlled
