That doesn't necessarily make it a whole new operating system. It's essentially Android with deeply baked modifications. In the end, it's still just a front end for Android, not an entirely new OS itself. Samsung also uses TouchWiz for its own proprietary OS, Bada.

That was essentially his purpose since Batman Begins, which pretty much established itself when he confronted Falconi in his restaurant. Even considering the implausibility of Batman himself, the random crime fighting bit for a man without superpowers just doesn't really work.
I'm generally in it just for the minifigs, especially this series since most of the building sets are not that great, but I make an exception for this one.
