Whoa, simmer down there buddy. It's both. I (also an EE) calculated the transient response of my router once (yeah, I'm that nerdy) and it was about 3 seconds. Obviously I had to make some assumptions, but calling it ten seconds to nincompoops on the phone allows for people counting faster, getting impatient, etc.…
