From a political standpoint, it probably doesn't split the electoral votes the way some would prefer. A North and South California have solid chances of still voting Democratic, given Los Angeles in the south and San Francisco in the north.

Orange County is actually a front-runner in water recycling. There's a huge program in place that actually generates drinking water from sewage as well as typical, non-potable water recycling efforts for landscaping.
