On the one hand, yes, The Doctor is centuries older than Rose, but on the other hand, The Tenth Doctor was "born" in Rose's presence, so she knew him as an "infant". Trying to put a proper age on The Doctor is difficult when you factor in regeneration, just judge him on maturity, and if they get along, fine.
