I think they are saying that the cost of a port is not worth it. They are already providing Ghost Recon online, which I suspect to just be the MP portion of Future Soldier. Well the choice was put it on the disc and not make people download the DLC or leave it off and make people download it. Everyone is getting the 5 maps, which is the largest chunk of the DLC. Those are free.
