In NYC there are zoned elementary schools within blocks of each other that have completely different demographics. They could integrate them without having to do any weird gerrymandering with school zone lines or busing kids. But when the city tried to do that this year in a couple of instances, communities went nuts.

I agree with everything you said and would add that we need to also (re)start real discussions about integrating schools. It is shameful that places like NYC have the most segregated schools in the country.
