Cities do it all the time. “Uncultivated plants may not exceed 12 inches in height” or something to that effect - meaning, grass, weeds, etc. Here, they send jail inmates to mow for you then bill you. You get a 30 day warning though, and someone has to report you first; it’s not like they’re just driving around…
I had to give mine up - the gas mower plows through things (like, you know, tiny twigs) that would stop the reel mower in its tracks. I don’t have time to rake every single tiny thing up out of my lawn (or, worse: pick up every single one by hand) for three hours every time I mow.
