While OP’s opinion is dated, the best dual tower heat-pipe designs (i.e. more than just a heat-sink) run BOTH cooler and quieter than an AIO of equivalent price. Both designs use fans that blow air off of a radiator, both use liquid, only one utilizes two phase cooling (not the AIO), and only one has a mechanical pump…
