I think it’s a lot simpler than that. I think he just filtered out 90% of that letter, ie. the parts not explicitly praising him. Or got bored after the first sentence or two.

I love Parks and Rec *because* it is nice - it was like bottled joy, and always left me feeling happy. When I was having a hard time, P&R would make me smile. Of the Office, 30 Rock, and Parks, Parks and Rec is my favorite.

That was a really dumb lack of foresight on their part. You really do have to spell out the boundaries and rules or someone, somewhere, at some point in time, will abuse it. Like how you have to give dumb warnings on things or someone WILL put that fork in a light socket.
