I don’t think you understand driving if you think “stay right” is applicable to traffic moving slower than the speed limit. It is applicable to traffic moving slower than traffic. So if on I-95, everyone but you is going 75 and the speed limit is 65, you should be in the far right lane. The speed limit is irrelevant.

I am not sure that’s always applicable. if I am going 80-85 in a 65 in the left lane and you’re going 95...you can make your own way. This isn’t the Autobahn. Now if a person is going 70 in a 65 in the left lane, by all means, tailgate.
