I think it had to have been an over-pressure. The fan is still intact, and from the holes it looks like debris flew out almost perpendicular to the relative wind. In other words, it looks like an uncontained blade failure but isn’t, so there was probably a comparable energy source.

I read somewhere that radar isn't used beyond a certain elevation angle above the road to prevent false positives from road signs. So at a certain height the camera is used.
