It seems like the crackdown really needs to come at salvage yards. You shouldn’t be able to recycle a catalytic converter unless you are a certified auto mechanic. You shouldn’t be able to recycle copper pipe unless you are a plumber, hvac, or related certified tradesman. You shouldn’t be able to recycle copper wire
