It’s a protected HOV lane, double yellow means it’s illegal to merge into at that point anywhere you drive. Camry dude broke the law for sure, biker dude was probably overtaking too quickly to protect himself but he did nothing wrong legally.

Yuuuup. It’s not necessarily law but it’s taught in commercial driving classes. I never overtake congested traffic at more than 15-20mph speed difference, you’re setting yourself up for a wreck if you are blasting past people one lane over.
