What you’re supposed to really do is pick and choose what gets synced. Make 2 libraries, one for syncing, and one for stuff that you don’t really care to have on your phone that you never really look at.
What you should do is export from iPhoto, then import into Photos, and you’re done. Let Photos create a new library
They are, you should do some research. If you turn on the icloud library on your phone, it does its magical syncing, and in the end, all you have are highres thumbnails (even your videos) that you can then choose to download full-res versions of.
